Overall, these measures were beneficial to the stability of the regime because they provided a social wage that expanded internal demand as the economy grew and, at the same time, either prevented unemployment or reduced the impact of unemployment on the business cycle. Thus, Fordism as a regime of accumulation—a macroeconomically coherent phase of capitalist development—rested on a complex, if precarious balance between different factors and social forces. The state had to take on institutional powers to influence redistribution; corporations had to constantly innovate to sustain a high level of productivity and had to be enlightened enough to accept, even if grudgingly, the system of redistribution; and organized labor had to cooperate by maintaining the discipline of the labor force, whose reliable performance was the most important component of the productivity effort.

In Detroit, the Depression revealed the inner contradiction of unfettered industrial growth at its worst.
